Private well owners in Newfoundland and Labrador are responsible for testing their own water. The province offers free bacteriological testing through the Provincial Public Health Laboratory, and lists CALA/SCC-accredited labs for chemistry.
Groundwater supplies nearly 30% of the population in rural areas (provincial groundwater outreach materials). Free bacteria testing is ongoing; free chemistry test kits have been offered via a pilot — confirm current stock at your Government Service Centre.
How to test
Bacteria: pick up approved bottles at a Government Service Centre; in St. John's deliver to the Miller Centre Public Health Lab (100 Forest Road). Samples are not accepted on Fridays or days before a holiday. No fee.
Chemistry: use an accredited lab from the ECC list (AGAT St. John's, Bureau Veritas St. John's, or ship to RPC/Eurofins as listed), or ask about the free Groundwater Chemistry Test Kit at your Government Service Centre while supplies last.
Free or subsidized programs
Free bacteriological testing (Provincial Public Health Laboratory)
No fee for private water bacteriological analysis on a demand basis. Bottles from Government Service Centres; St. John's submissions go to the Miller Centre. Results mailed (phone follow-up in some cases).
Groundwater Chemistry Test Kits (pilot / while available)
Free kits testing common well metals/ions (including iron, manganese, sodium, arsenic, uranium, lead, selenium) available to pick up at Government Service Centres per the ECC groundwater page. Pilot launched Dec 2022; confirm local stock before relying on it. Specialty or confirmatory chemistry may still need a paid accredited lab.
Listed on NL ECC labs page as a regional option. Confirm bottles and shipping.
Home test kits
Store strips and mail-in kits can be useful between official tests, but they do not replace an accredited lab for health decisions. Prefer SCC- or CALA-accredited labs (or your province's listed labs) for bacteria and chemistry panels.
Yes — the provincial private water supply testing page states no fee is required for bacteriological analysis.
Are chemistry kits still free?
The ECC groundwater page still advertises free Groundwater Chemistry Test Kits at Government Service Centres. Confirm availability locally; paid accredited labs remain the backup.
